The Department of Mineral Resources and Energy’s Risk Mitigation Independent Power Producer Procurement Programme (RMIPPPP), initiated in 2020 to address South Africa’s energy challenges, faces challenges as budget quotes expire amid uncertainties surrounding load shedding.

Objectives of RMIPPPP

The ambitious RMIPPPP aimed to procure 2,000MW through diverse dispatchable technologies such as gas, solar PV, wind, battery energy storage systems, and hybrid technologies. The Independent Power Producer Office (IPPO) oversees procurement, and Eskom Holdings SOC serves as the designated buyer.

Progress and Setbacks

In 2021, eleven preferred bidders were announced, and Eskom issued budget quotes for all projects. While seven projects progressed to the construction phase, four, including a gas and PV facility in the Eastern Cape and Northern Cape, faced challenges.

Expired Budget Quotes

Eskom confirmed that five budget quotes for grid integration of the four projects expired on December 31, 2023, without further extensions. Despite previous extensions, the projects’ failure to secure necessary funding disappointed Eskom, stressing their importance in easing pressure on the power system and minimizing load shedding impacts.

Project Timeline Challenges

Originally set for commercial close in July 2021, the projects faced multiple delays, prompting extensions in the budget quote validity period. By July 2023, the IPP Office fixed the long stop date for commercial close on December 31, 2023, with no further extensions allowed.

Governance Demands and Capacity Reduction

Eskom’s governance process emphasized expedited project delivery within approved timelines, leading to validity period extensions ranging from 20 to 30 months. As a result of expired budget quotes, Gemsbok PV and Mulilo Coega Gas Power Plant, with a combined dispatchable capacity of 200MW, are affected, reducing the total contracted dispatchable capacity to 1,400MW.

Reallocation of Grid Connection Capacity

The utility announced that grid connection capacity initially reserved for these projects would now be reallocated to other projects ready to generate electricity.

Eskom Load Shedding Decision

Simultaneously, Eskom temporarily halted load shedding, citing improved generating capacity and ample emergency reserves. However, power and electricity expert Vally Padayachee criticized Eskom’s decision to implement stages 2 and 3 load shedding, contradicting earlier assurances of a load-shedding-free start to the new year, deeming it unnecessary
