Background

President Cyril Ramaphosa has given his approval for an agreement that grants authority to Electricity Minister Kgosientsho Ramokgopa in order to address the longstanding issues at Eskom, with a particular focus on ending power outages.

Appointment and Initial Ambiguity

Ramokgopa was appointed almost a year ago to a newly created position aimed at resolving the persistent power outages that have been negatively impacting the economy for over a decade. However, at the time of the appointment, details were scarce regarding the specific duties and authority bestowed upon Ramokgopa in relation to Eskom.

Memorandum of Understanding

The recently approved memorandum of understanding establishes a collaborative approach between ministers, with Ramokgopa gaining authority over the board and management of Eskom, while Public Enterprises Minister Pravin Gordhan oversees the restructuring of the utility.

Ramokgopa Responsibilities

Ramokgopa’s responsibilities include:

  • Improving and acquiring additional generation capacity.
  • Overseeing the implementation of the Eskom generation recovery plan.
  • Ensuring optimal performance of the generation fleet.
  • Developing and agreeing on financing models and options for the power transmission network, in collaboration with the National Treasury and the Presidency.

Eskom Restructuring

As a state-owned company, Eskom falls under the oversight of Minister Gordhan’s department. Plans are in place to divide Eskom into transmission, generation, and distribution companies.

Compliance with Eskom Memorandum of Incorporation

The agreement takes into account Eskom’s memorandum of incorporation, mandating the obligation to inform the Minister of Public Enterprises about critical decisions.

Gordhan Duties

Minister Gordhan duties include:

  • Ensuring the establishment and operationalization of a national transmission company.
  • Implementing the just energy transition strategy.

This move aims to bring about a more collaborative and strategic approach to address Eskom’s challenges and improve the overall efficiency of the power utility. The government is taking steps to tackle the longstanding issues and pave the way for a more reliable and sustainable energy future.

Conclusion

The approved agreement grants Minister Ramokgopa authority over Eskom, aiming to end blackouts. Minister Gordhan oversees restructuring. The move signals a strategic approach to address long-standing challenges and improve energy reliability
