Since its inception in 1992, the delay in issuing TVET College certificates has been primarily attributed to systemic inefficiencies. However, the Department of Higher Education has taken proactive measures to confront this challenge head-on, as evidenced by the recent presentation made during the Parliamentary Committee meeting.

Formation of the Certification Task Team (CTT)

To streamline the process and expedite the reduction of the backlog, the Department has established a Certification Task Team (CTT). Comprising representatives from DHET, Umalusi, and SITA, this collaborative effort aims to systematically eliminate the backlog plaguing TVET and CET Colleges certificates.

Identifying the Root Cause

The root cause of the TVET certification backlog lies in the outdated examination Information Technology (IT) system. This antiquated system has struggled to effectively manage and reconcile candidates’ achievement records across various examinations, exacerbating the backlog issue over the years.

Progress and Achievements

Despite the formidable challenges, significant progress has been made in resolving the backlog for several types of certificates. Notably, backlogs for GETC: ABET L4, NATED Business Studies, NATED Engineering Studies, and NC(V) certificates have been successfully cleared.

Clearance of Outstanding Records

A breakdown of the previously outstanding records, now successfully cleared, reveals a remarkable achievement. Through concerted efforts between February 18, 2020, and January 3, 2023, the Department, SITA, and Umalusi processed 125,277 out of 125,277 records, achieving a commendable completion rate of 100.00%.

Implementation of Preventive Measures

To prevent the recurrence of certificate backlogs in the future, the Department has implemented an e-query system. This innovative system empowers stakeholders in the certification process to track queries related to outstanding examination results and certificate issuance, ensuring transparency and accountability in the process.
